Attention! UPDATED 2025 STVR Application Process on Tybee and OTC Exemption Information
If you self manage your property ( you do not have a property manager who has their own business license on the island), your home may be exempt from needing a "business license" or OTC (occupational tax certificate). Note this is if the residential rental property is only used residentially and no business is run out of the property. Scenarios of needing a business license at a home would be properties that have a commercial business on site, in addition to rentals (like an onsite management office, bike rentals, pet sitting, etc).
City of Tybee has recognized that the requirement of Business License in addition to the Short Term Rental Certificate is unnecessary - However it is requiring all property owners in 2025 to apply for one for each individual property but waiving the fee now. The cost is $135/ per license.

There are exemptions available to OTC requirements under state law and our city ordinance.
If you feel your property is exempt under applicable state laws or city ordinance, please complete and return the linked exemption form below. You may begin the STR application process without an occupational tax certificate by submitting the completed exemption form.

If your property is deemed exempt and you have already been issued an OTC for 2025, your payment will be refunded once the exemption form is returned.
